Product Vision Document: Operational Risk Assessment Framework

Product Name: Risk Assessment Framework (RAF)

Vision Statement: Enable Operators to define, execute, and govern all safety and risk protocols directly within Uncrew, transforming risk assessment from an administrative necessity into an integral, automated part of mission readiness.

Problem We Solve: Operational risk assessments (ORA/FRAR) are currently managed through external service management tools, resulting in slow, fragmented workflows, poor visibility, and a high risk of non-compliance due to manual approvals. Missions can launch without a guaranteed validated risk profile.


Who We Serve

  • Operations Teams / Agents: Users who initiate and complete ORA/PFRAR assessments at the Operational Site level.
  • Authorizers: Personnel responsible for reviewing and approving risk submissions using RBAC.
  • Compliance & Audit: Stakeholders requiring immutable, traceable records of risk assessments for 135 certification and regulatory review.
  • Operators: The entities responsible for defining, customizing, and delivering the safety protocols (forms/workflows) to their agents.

What Success Looks Like

  • 100% replacement of the external service management solution for ORA/PRAFR processes.
  • Zero manual communication dependency for task assignment and approval status.
  • Compliance enforcement where missions are prevented from launching without an Approved ORA/PFRAR.
  • Auditable Traceability: An immutable link is established between every mission and its final approved risk record.

Key Principles

  • Product-Delivered Compliance: Compliance must be delivered by the core Uncrew product, not external toolsets.
  • Configuration over Code: Forms, scoring, and workflow logic must be defined by configuration (JSON/Scripted Logic) for future extensibility.
  • Security by Role: Approval actions are strictly governed by Role-Based Access Control (RBAC).
  • Objective Scoring: Risk evaluation must be automated and consistent based on defined logic, not subjective manual assessment.
  • Site-Level Governance: Access to forms and data must be controlled based on the user’s assigned Operational Site.

Future State

The Risk Assessment Framework evolves into the Safety Management System (SMS) tooling hub, providing Operators with the necessary Form Builder and Workflow Engine capabilities to fully customize and control all safety protocols for their agents, completing the Operator/Agent model within the Uncrew ecosystem.
