Context

Do we express components (e.g.: services) as (docker) containers or cloud provider specific VM images?

Decision

Containers are cloud agnostic, self-contained, de-facto standard.

Consequences

Pushes us further towards Kubernetes.

Alternatives Considered

Puppet/Chef and Cloud-specific VM image composers. They may have some upsides, but the world has voted.
