SC-03: Denial
| Field | Value |
|---|---|
| Scenario ID | PER-001-SC-03 |
| Context / Trigger | Julia submits a flight authorization request for a new client site near a military installation. She has not previously operated in this jurisdiction. The request is denied, and Julia needs to understand why and what to do about it. |
Narrative
Julia submits the request from her office the evening before the scheduled mission. Within 5 seconds, the FAS returns a rejection (UERQ-SYS-1460). The response includes: reason category “Missing required authorization” (the specific denying authority is not disclosed per UERQ-SYS-1509), and a suggested corrective action: “This operational area requires a verified background check attribute. Complete identity verification through an approved provider.”
The error response includes an error code (FAS-AUTH-042) and a help reference link (UERQ-SYS-1896). Julia taps the link and reads the help article explaining that this jurisdiction requires TSA background check verification as an operator attribute. She checks her ATOMx profile: her TSA clearance is verified, but the specific attribute “Military Proximity Clearance” required by this jurisdiction is not on file.
Julia contacts her Fleet Manager to initiate the military proximity clearance process. The Fleet Manager submits the attribute claim through the IAM Service (UERQ-SYS-1910), and the appropriate verification authority validates it. Once verified, Julia resubmits the flight authorization request. This time, the rule evaluation passes and the request is accepted.
Julia notes that the denial message was in plain language (UERQ-SYS-1893), told her what was wrong, explained the impact, and suggested a specific fix. She did not need to call the authority, guess at the reason, or submit blind retries.
Traceability
| Linked End Goals | Understand why a request was denied and receive specific corrective guidance. |
| Linked Capabilities | Authorization Response — Rejection (UERQ-SYS-1460), Denial Reason Concealment (UERQ-SYS-1509), Operator Error Message Clarity (UERQ-SYS-1893), Corrective Action Specificity (UERQ-SYS-1895), Error Help Reference (UERQ-SYS-1896), Operator Attribute Verification (UERQ-SYS-1910). |
| Safety Relevance | Yes: An unclear denial could cause Julia to either give up on a legitimate mission or attempt to fly without proper authorization. Clear corrective guidance channels her toward compliance. |
